Depends how you park- I noticed that if you park on the flat, they'll both do it, but park on side higher than the other, and the side that sits up won't turn so easily.
To be honest, even if they're not supposed to turn (which I think they are)- it won't do any harm.
If you take the entire shock off, and study how it's put together, you'll see that it really doesn't matter.
